This issue took me a day to find out the root cause.
It happen when I change my operating system from Window to Ubuntu,
I backup the android Sdk folder and use it on Ubuntu.
So the solution for this problem is downloading the new Sdk from Android studio and it will automatically download the appropriate version for Linux.
That is it O_O
